Launch of the Inclusive Talent Strategy and Get London Working Plan
On Thursday 23 October2025, the Mayor of London launched two major initiatives: the Inclusive Talent Strategy (ITS) and the Get London Working (GLW) plan.
During the launch event, Lizzie Smith, representing NHS England, joined Deputy Mayor Howard Dawber and other sector leaders in a panel discussion highlighting the importance of collaboration in bringing these strategies to life.
Get London Working: A Whole-System Approach
The Get London Working (GLW) plan outlines London’s collective approach to tackling economic inactivity and ensuring that every Londoner has access to good work and opportunities for progression.
Developed in partnership with the Greater London Authority (GLA), London Councils, Jobcentre Plus, NHS partners, and Sub-Regional Partnerships, the plan supports the government’s target of achieving an 80% employment rate. It also builds on the ambitions of the national Get Britain Working White Paper.
GLW sets out how London partners will work together to better integrate the city’s fragmented skills, employment, health, and careers services. By improving coordination and collaboration across these systems, the plan aims to create a more connected, efficient, and responsive service for both Londoners and employers.
A cross-sector working group has been established to drive the next phase of this work and prioritise key actions.
Inclusive Talent Strategy: Building a Diverse Talent Pipeline
The Inclusive Talent Strategy (ITS) sets out a bold and ambitious vision to build a diverse talent pipeline that supports inclusive economic growth. It aims to help businesses of all sizes recruit the people they need by ensuring investment is directed towards the education and training that develop those skills.
The strategy takes a three-pronged approach:
Putting employers at the centre of inclusive growth. An employer-led, responsive approach will link the skills supply more closely to business demand. This will help strengthen London’s economy through higher productivity, better wages, improved living standards, and stronger public services.
Helping Londoners access and stay in good quality jobsThe strategy commits to ensuring that all Londoners — including disabled people and those with long-term health conditions — can access training and support to secure and sustain fulfilling employment.The GLW plan provides further detail on how partners will integrate London’s skills, employment, careers, and health systems.This includes five Get Britain Working trailblazers being delivered in London, testing innovative approaches to supporting economically inactive Londoners and helping young people achieve their potential.
Tackling barriers to retaining talentThe ITS aims to make London the most attractive place in the world for diverse talent. The Mayor has taken action to retain talent by keeping transport costs down, accelerating housing delivery, and improving working conditions across the city.
